Why are there fewer perch in the Saginaw Bay?

Those fishing in the Saginaw Bay have noticed a lack of perch on their fishing lines. Instead, they probably found walleye or bluegills. For those looking for a bite of perch, this is disappointing. Where have they gone and why are these other fish in their place?
